Delegated Powers
Not all planning applications are determined by the Planning Committee as there are simply too many each month. Assuming there are no concerns raised by the Planning Advisory Group, the planning officers are delegated the ability to approve minor applications. Additionally, the planning officers are delegated the powers to refuse applications that do not meet with policy requirements.

Central Government planning policy currently encourages that new developments should create between 30 and 50 dwellings per hectare. This density can be increased if the transportation and infrastructure are adequate.

A hectare is 10,000 square meters, or 2.47 Acres;
e.g. 100 meters x 100 meters

Planning Advisory Group Meeting
Prior to Fleet and Church Crookham becoming Parished, the Planning Advisory Group made up of the local ward councillors served as a consultee and provided recommendations to the main Planning Committee. The Parish Council Planning Sub-Committees now fulfil the same function.

Planning Committee Meeting
(Formerly known as Development Control)

This is a formal meeting held once per month (generally on the 2nd Wednesday). This is where the more significant planning applications are either approved or refused. The meeting is attended by the Hart Councillors (who are designated to Planning), The Planning Officers, The Council's solicitor, and representatives from some of the Council departments, e.g. Highways. There is also a public gallery. Members of the public are not allowed to speak at these meetings unless they are the designated speaker for or against the particular application being discussed. The meeting follows a formal and often fast moving format, and attending a meeting is useful experience if you are new to the planning process. A reserve date is also set in the frequent event that time does not allow for all applications to be determined in the one evening.

Planning Policy Statement
A series of policy statements issued by the government intended as guidance for such topics as Housing, Transport, Telecomunications, Development plans and the like. These replace the previous policy guidance documents known as P.P.G's.

Planning Policy Guidance Note 3
One of many policy documents issued by central government to provide guidance to the local planning authority for creating criteria for planning. P.P.G.3 is the policy document for housing and is therefore commonly used as reference in determining applications for new dwellings. This policy document is now superceeded by a Planning Policy Statement (P.P.S.)
